Finance Committee Meeting
You are hereby summoned to the Finance Committee meeting to be held a
at 11 am on Wednesday 6 April 2021
In accordance with The Local Authorities (Coronavirus) (Flexibility of Local Authority Meetings) Regulations 2020 this meeting will be held remotely
Prior to the first item on the agenda there will be an opportunity for members of the public to address the Assets and Amenities Committee. The members will take these representations into account when agenda items are considered but are not required to make a response. The session will last for a maximum of 15 minutes and each member of the public will be entitled to speak for a maximum of 3 minutes after which members of the public will no longer be permitted to address the Parish Council unless specifically permitted.
1. To receive and approve where requested apologies for absence.
2. To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13-18 of the Members Code of Conduct. Also to declare any other significant interests which the Member wishes to declare in the public interest in accordance with paragraphs 19-20 of the Members Code of Conduct.
3. To accept the minutes of the meeting of the Finance Committee on 25th November 2020 as a true record.
4. To consider appointing two councillors to be Secondary Users of the HSBC accounts with view only access.
5. To consider the BACS payment protocol and recommend to the council that it be adopted
6. To consider the Risk Assessment /Management Document and recommend to the council be adopted.
7. To consider the Assets Register and recommend to the council that it be adopted.
8. To consider the Grant Policy and recommend to the council that it be adopted.
9. To review the Internal Financial Controls and Clerk actions
10. Invoice checks
10.1 To note the year end invoice checks to be undertaken by Cllr Lynch
10.2 To receive the schedule of corrections in relation to utility bills, to be minuted at the next council meeting.
11. To receive the Bank Reconciliations and Management Reports
