2. To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13 – 18 of the Members Code of Conduct. Also to declare any other significant interests which the Member wishes to declare in the public interest in accordance with paragraphs 19 – 20 of the Members Code of Conduct Linda

To consider a Proposal that Parish Council minutes adopt the form as presented in the National Association of Local Councils publication ‘Local Councils Explained’, ISBN 978-0-9502-9-6.

To consider appropriate use and distribution of e-mails within the Parish Council and to consider a policy regarding the handling of correspondence from residents.

6. Other Items

6.0.1 Committee Structure: To consider the Committee Structure as circulated and to adopt this as the structure of Bramham Parish Council, to be implemented forthwith on the understanding that it will be reviewed after 6 months.

6.0.2 To consider membership of BPC committees/working parties taking into account expressed preferences of councillors.

6.1 Annual Review of Policies and Documents: Proposal to adopt the following policies and documents based on YLCA templates:

·        Complaints Procedure

·        Vexatious Policy

·        Rules for a Public Session

·        Co-option Policy.

6.2 Senior Citizen’s Centre update. Proposal to consider approving Phase 3 Building Regulation Application (£860.00 + VAT) and Phase 4 Tender and Production Information (£870.00 + VAT) of SCC development.

6.3 Proposal to accept a request from the organisers of Bramham Ball to use the Pavilion and Sports Field on 18th September 2021 under Terms and Conditions as previously agreed.

6.4 To consider a programme of risk assessments of Parish Council assets.

6.5 Exercise track – update and to consider proposals that the Council;

·        Sets up a Sports and Leisure Grant Applications Working Group, and commissions it to prepare an application (for the Parish Council to approve and submit to Sports England’s Community Asset Fund) for a grant to support the installation of an exercise track on the playing field; and

·        Commits to match funding for any approved grant application up to the maximum required for the project.

6.6 To consider registering an interest in land for sale with a view to creating a village amenity space.

6.7 Playground Maintenance

·        Proposal to request the installers of the Play equipment “HUCK” to provide a quotation for the repair of all the equipment flagged in the Annual Inspection Report and authorisation to progress those repairs.

·        Proposal to contact the “Wetpour” installers to provide a quotation for required repairs and authorisation to progress those repairs.

·        Proposal to request HUCK to quote for an annual maintenance contract for the playground.

6.8 Website Development. To consider preparation of a development brief for a new Parish Council Website to comply with the requirements of the Public Sector Bodies (websites and Mobile Applications) (No 2) Accessibility Regulations Act 2018.

6.9 To consider holding a Parish Council Meeting in August 2020.

6.10 Bramham Primary School Liaison. To confirm the offer of Parish Council Facebook Page Support.

6.11 To consider a proposal to return to the Community Fund, papers handed over by a former Councillor noting advice given by the Information Commissioner.

6.12 To consider a proposal to apply for a £10,000 Business Support Grant for the closure of the Pavilion.

6.13 To consider a proposal to allow Bramham Community Action Group use the pavilion facilities and playing fields for the annual gala on Saturday 19th June 2021

8. To consider Planning Matters:

·        20/02639/FU/NE – 16 Bowcliffe Road – Single storey side/rear extension with extended patio area; first floor balcony with balustrade to rear and porch to the front

To note the refusal of the University Observatory application and the importance of attaching any material concerns to specific Neighbourhood Plan policies and the Conservation Area Appraisal and Management Plan

Updates regarding Church Hill, Farfield House, Bramham House and the land on Aberford Road adjacent to Folly House.

To consider the mechanisms and powers available to the Parish Council and residents for reporting and escalating concerns such as the Blacksmith’s house through Leeds City Council

To note concerns raised by Clifford Parish Council with Leeds City Council Planning Compliance regarding alleged inappropriate use of Field House Wood Yard (in Bramham Parish) and to consider an appropriate response.
