Agenda of the Parish Council meeting Tuesday 28th April 2020 at 7 pm using remote access

AGENDA

1. To agree on an appropriate method to record voting Linda
2. To resolve to exclude the press and public from a joining the meeting by reason of the confidential nature of the business to be transacted Linda
3. To receive and approve where requested apologies for absence Linda
4. To disclose or draw attention to any disclosable pecuniary interests for the purposes of Section 31 of the Localism Act 2011 and paragraphs 13 – 18 of the Members Code of Conduct. Also to declare any other significant interests which the Member wishes to declare in the public interest in accordance with paragraphs 19 – 20 of the Members Code of Conduct Linda
3. a. To meet the applicants for the vacancies and give opportunities for both parties to ask questions.

b. To vote to fill by co-option the vacancy created by the resignation of Val Whitbread. This vote will be repeated if necessary until one candidate has an absolute majority, the unsuccessful candidates to be considered for the second vacancy. Only those candidates who applied before the 27th March deadline will be considered.

c. To vote to fill by co-option the vacancy created by the resignation of June Halliday. This vote will be repeated if necessary until one candidate has an absolute majority, the unsuccessful candidates to be considered for the third vacancy.

d. To vote to fill by co-option the vacancy created by the resignation of Keith Innocent

e. To agree that the successful applicants complete their declaration of acceptance of office as soon as possible after they are notified and that they return a signed copy to the Clerk.

4. To consider adoption of an addendum to the Standing Orders using the YLCA template to allow meetings to be held remotely and that the May meeting and subsequent meetings operate under the revised Standing Orders until such time as restrictions are lifted. Linda
5. Coronavirus outbreak

Retrospective approval of the following decisions taken due to the coronavirus emergency

·        The setting up of a Facebook page administered by the Chair

·        The setting aside of spare land on Tenterhill Allotments for those who have time on their hands due to the restrictions in place.

·        Closure of the playground.

·        Closure of the Pavilion and refund of hirers

·        Approval of the purchase of a software platform to facilitate the holding of remote meetings.

·        Approval of payments for April 2020 – as listed.
